Governments across the federation are facing increasing pressure on their budgets – particularly in health - from an ageing population, citizens demanding access to a broader range of increasingly expensive services, and changing customer service expectations. 

The current review of the federation provides an opportunity to improve the functioning of the federation by focusing on redesign of major areas of joint government expenditure, such as health and education. 

The objective of program redesign should be better services, better outcomes and more efficient delivery. 

The Business Council of Australia is actively contributing to these issues through the Prime Minister's expert advisory panel and by stimulating national discussion on innovative approaches to program redesign.
